Purpose
The University implements this Sustainable Procurement Policy with the objective of integrating principles of environmental protection, social responsibility, and economic efficiency into all procurement procedures for goods, services, and works. Public contracts are employed as a strategic instrument for promoting sustainable development, in accordance with applicable Greek and European legislation. Through its procurement activities, the University is committed to contributing to national and European objectives relating to environmental protection, climate action, and social cohesion.
Scope of Application
This policy applies to all organizational units, services, schools, departments, and other bodies of the University involved in the planning, conduct, and execution of public procurement procedures for goods, services, and works.
Legal Framework
This Policy is founded on national and European legislation governing public procurement, together with the regulatory acts issued pursuant thereto, as currently in force, and in particular:
- Law 4412/2016 (Government Gazette A’ 147) “Public Works, Supplies and Services Contracts (adaptation to Directives 2014/24/EU and 2014/25/EU)”;
- The national framework for Green Public Procurement, including the approved National Action Plan for the promotion of Green Public Procurement (Government Gazette B’ 466/08-02-2021), which sets national targets for the integration of environmental criteria into public contracts for products, services, and works, as well as related policy support from the Hellenic Single Public Procurement Authority and the National Central Procurement Authority, for the implementation of green criteria;
- The guidelines and guidance documents of the European Commission on Green and Socially Responsible Public Procurement, which, within the framework of EU legislation, provide interpretative directions and best practices for the lawful integration of environmental and social criteria into public contracts;

Environmental Protection
The University seeks to:
- Procure goods and services with a reduced environmental footprint.
- Promote energy efficiency, the use of recyclable materials, and the reduction of waste.
- Take environmental parameters into account throughout the entire life cycle of products.
Social Responsibility
Procurement procedures:
- Respect and promote fundamental labor rights.
- Ensure accessibility and uphold the principles of equal treatment and non‑discrimination.
- Encourage the participation of small and medium-sized enterprises.
Economic Efficiency
The University:
- Ensures the optimal and efficient use of public resources.
Transparency and Legality
All procedures are conducted:
- In full compliance with the applicable legal and regulatory framework.
- On the basis of objective, transparent, and duly substantiated criteria.
- With strict adherence to the principles of equal treatment and non‑discrimination among economic operators.
Implementation of the Policy
- The University’s services integrate, where appropriate and in accordance with the applicable legal framework, environmental and social criteria into technical specifications, award criteria, and contract performance conditions, and shall provide the necessary guidance for their application.
- Academic and Administrative Units take sustainability considerations into account when planning and defining their needs.
- The competent University services ensure the training of procurement personnel and their continuous updating on best practices and developments at national and European level.
- The University’s Governing Bodies monitor the implementation of this Policy and adopt the necessary directions for its effective application.
